This certificate program uses a culturally-responsive and equitable evaluation framework. A culturally-responsive or equitable evaluation looks like:
i) Accounting for and respecting culture and context throughout the evaluation process; ii) Including stakeholder voice (service user, funder, etc.) in the evaluation as much as possible; iii) Striving to ensure the evaluation approach reveals structural and systems-level drivers of inequity that impact programs; iv) Disseminating results of the evaluation widely; and v) Using findings of the evaluation to build the capacity of community and community organizations.

This certificate program is designed for professionals who wish to develop competence in the design and implementation of effective evaluation strategies, as well as in the interpretation and communication of data. Individuals will learn practical skills that can be put to use in a wide range of fields, including education, government, social service, public health, community development, corporate, and environmental areas. This interdisciplinary certificate is offered in collaboration with the Data Analytics program and the Departments of Education, Urban and Environmental Policy and Planning, Child Study and Human Development.

In this program, students can expect to acquire the necessary skills to assess the performance, effectiveness, and impact of global public health programs. The courses offered will enable students to work effectively with global public health organizations involved with M&E and program implementation. The Tulane School of Public Health and Tropical Medicine is recognized for its expertise in M&E, and for producing students with strong marketable skills in this area. Students with this certificate will be prepared for jobs within the public and private sectors that focus on M&E across a broad range of public health areas.

By earning the certificate, students will acquire the skills and knowledge needed to take on the responsibilities of conducting evaluations – or making sure they are an informed consumers capable of commissioning an evaluation from an external source.

The program is intended to prepare students in the basics of program evaluation across the fields of human services, education, public policy, health and other program and policy areas through thoughtful, effective and ethical use of evaluation models and methods. The certificate is aligned with the American Evaluation Association’s Guiding Principles for Evaluators and Evaluator Competencies.

Upon completion of this program, students will be able to design and administer meaningful assessments, assess the quality of the data prior to statistical analysis, evaluate outcomes with confidence and communicate effectively with stakeholders and colleagues.

The program is designed for mid-level administrators and program officers in national and local governments, multi-national organizations, NGOs, research firms, and funders. The desired outcome is to advance the careers of those working in public service fields by helping them become more-informed consumers of materials connected to research and evaluation as well as better practitioners within their own settings. The program features traditional seminar-style, in-person instruction that is supplemented with online learning.

The program provides students the opportunity to gain expertise in policy and program evaluation methods, including completion of an applied evaluation project. In addition to the public and nonprofit sectors, the certificate is appropriate for individuals in other fields, including education, economics, gerontology, social work, and sociology. Basically anyone who needs to conduct assessments of the programs for which they are responsible would benefit from this advanced knowledge.
