Monitoring and evaluation systems assessment tool and guide

The monitoring and evaluation systems assessment tool (M&ESAT) and guide were designed to provide a systematic approach for programs and local implementing partners to assess the functionality, effectiveness, strengths and weaknesses of M&E systems.

They help to identify gaps and develop plans for strengthening systems to ensure the availability of human capacity, financial resources, infrastructure, equipment and supplies to support the timely production of high-quality strategic information. M&ESAT and Guide can be used at program startup to assess compliance with the minimum standards required for a functional M&E system. In addition, some or all components of these resources can be integrated into M&E training as technical guidance or as ways to identify technical assistance and capacity-building activities.
