The program provides students the opportunity to gain expertise in policy and program evaluation methods, including completion of an applied evaluation project. In addition to the public and nonprofit sectors, the certificate is appropriate for individuals in other fields, including education, economics, gerontology, social work, and sociology. Basically anyone who needs to conduct assessments of the programs for which they are responsible would benefit from this advanced knowledge.

The program offers specialized training in the field of program evaluation theory and practice. The program builds upon the student's prior undergraduate and graduate education and focuses on developing skills outlined in the standards and guidelines of the American Evaluation Association and the Joint Committee on Standards in Educational Evaluation.

The program provides graduates with the knowledge and practical skills needed to improve learning and behavior in a variety of settings. The educational, psychological, and research/evaluation components of the required core make this an ideal degree for anyone who may be interested in pursuing an additional advanced degree in education, psychology, or related area. A unique feature of the degree is the ability to satisfy the elective requirements with any combination of courses in Educational Psychology (Ed Psy), Educational Research and Evaluation Methods (Ed Rem), Educational Technology (Ed Tech) courses, and/or up to six hours from any curricular designation. This flexibility allows candidates to tailor the degree to meet individual interests and goals.

This program focus on preparing students to collect, analyze, and use information to answer questions about projects, policies, and programs, with particular attention to program implementation, effectiveness, and efficiency in education and other institutional settings. The theoretical knowledge and practical skills acquired in this program can be applied to a wide range of educational, social services, and business contexts. Graduates can serve as staff or consultant evaluators for assessment or accreditation bodies; support the effective, efficient management of not-for-profit institutions; evaluate government programs; and inform practice and policy decisions in any educational institution – K-12 or higher education – they may be working in.

The program provides an opportunity for graduate students and other professionals to gain a working understanding of: contemporary evaluation theory and practice; tools and techniques used in evaluation; standards of quality for professional evaluation practice; evaluation ethics; appropriate evaluation uses; and impact of evaluation on decision making. Students are immersed in diverse real-world learning experiences from the beginning of the certificate that meet their specific interest and needs. The certificate is designed to prepare professionals for evaluation positions in sectors such as business, nonprofit, and education.

The program prepares specialists for work in school districts, government agencies, commercial test development companies, and research and evaluation enterprises. The Ed.S. degree is designed to provide professional educators with an opportunity to develop competencies in areas of special needs and interests. Consequently, the major has few required courses, and each student’s program of study is individually planned in consultation with a graduate faculty committee.

The program is designed to prepare individuals working in the testing and evaluation field for employment in school districts, government agencies, commercial test development companies, and program research and evaluation enterprises. The program prepares students with specialized skills in test development and analysis, data analysis, program evaluation, and qualitative and quantitative research design. Although this program is not an online program, many of the courses are offered in an online format.
