The program theory may predict the timing of outcomes for the evaluator to check against these dates with the dates of actual changes and outcomes.

This is another way of checking the results support causal attribution.

  • Take account of the predicted timing of outcomes from the original project design.

Advice for using this method

  • Consider other major changes - outside of the scope of the project - that may have effected the timing of results. Consider non-linear relationships and threshold effects between project activities and timing of results.

  • Provide the evaluator with relevant project documentation - including the project theory and any predictions of the timing of results.
