This video lecture given by Professor Howard White for the Asian Development Bank (ADB) and the International Initiative for Impact Evaluation (3ie) provides an introduction to the importance of impact evaluation.
Professor White demonstrated that if we simply measure what happened, we will not know if the observed changes are due to the actual project being measured.
